ANALYSIS | YOUNG PEOPLE GOT TOUGH LOVE AT THE MEDIUM TERM BUDGET.

On Thursday 11 November 2021, Finance Minister Enoch Godongwana tabled the Medium Term Budget Policy Statement (MTBPS), outlining the priorities of the Government and Treasury. However, youth unemployment wasn’t featured as one of the key priorities to tackle, in order to achieve economic growth.

Young people should have been a core priority in the MTBPS but got tough love instead’, says Kristal Duncan-Williams, Project Lead at Youth Capital.

With over 9 million young people not in employment, education or training, youth unemployment should be treated as an issue on its own. Commenting on Treasury’s focus on economic growth, Duncan-Williams added: ‘If we are serious about achieving economic growth, we must consider the roadblocks young people face to find employment and provide solutions, grounded in their realities, that can unlock their potential. We live in a country where young people spend an average of R938 a month to look for work‘.

Responding to Godongwana’s statement of the collaborative approach to promoting growth, Duncan-Williams adds that ‘It’s urgent that we include young people in these social compacts – we can’t keep on implementing the same approach and expect a different outcome. Youth Capital’s Action Plan provides a map for meaningful collaborations’.

’74 billion has been allocated to public employment programmes. Since these programmes attract a large portion of the government spending, we need to focus on greater return on investment for young people. In our publication, we analyse the Basic Education Employment Initiative (BEEI) and report how to be more impactful, the programme needs a clear exit pathway, a longer duration and a focus on skills training and mentorship’, adds Duncan-Williams.
